I recently went to Borovets with my friends. This was the first time I had skied a resort outside of France. We went in school holidays so the pistes were very quiet which was amazing, and we got lucky with snow too. I was there for 4 days, all days were sunny but by the end of the trip the snow was beginning to get very thin and slushy in some places. The snow making facilities at the resort are excellent though on some runs near the Hotel Rila.
The apres ski and night life was very good too. There are lots of pubs and bars in town which are super cheap, however there is not the 'magical' feel like resorts in the Alps have. It feels quite purpose built, however it definitely does the job for a cheap ski break.
I would definitely recommend Borovets to anyone looking for a cheap ski holiday. There are not loads of slopes - I did everything in about 2.5 days, but for beginners it is great. I have also been told the queues are insane in peak season, so make sure to go outside of these times.
